The last two years, all of the bagas from my garden have been wormy. What is the answer? New ground like the old timers claimed?

The last two years, all of the bagas from my garden have been wormy. What is the answer? New ground like the old timers claimed? I'd cover crop that spot for an entire year to starve them out. Oats, clover, buckwheat, sunflower, wgf sorghum.

Are the worms at the base of the bulbs where the taproot starts? Yes and really any part of the bulb below ground. Probably root maggots. Don't plant any brassicas in that area for a couple years. Row covers are about the only way to really prevent them.
