I called in the heavies on this one. So far I've gotten one warm response as to what this could be, but the dude is gonna check with other staff to see if there are any other ideas. The current leader is Pagoda Dogwood, but it's not a perfect match. I reached out to the sharpest guy on the globe when it comes to plant ID's. I also checked with the extension office and a DNR forester. Waiting to hear back from all three.

Some species of dogwoods have been known to hybridize with one another. C. sericea has straightforward morphology in the northeastern USA, but westward in North America, the species’ characteristics become less clear as it hybridizes with Cornus occidentalis. The hybrids have a diverse array of characteristics related to pubescence, flower size and endocarp characters (Rickett, 1944).
To be honest, I personally think you have a native hybrid on your hands.

I got an email back from the DNR forester. They think it’s a red osier. Smartest guy on the planet thought pagoda. I think you may have it with the hybrid, so we’ll name it right now: SD’s Red Osier Pagoda Available for sale fall of 2020. Starting cuttings in spring of 2019.
