Just curious;
How big of saplings could you expect to chop up with a flail mower?
Could one be used to scratch dirt on a plot? Kind of like a shallow tilling...

That sounds more like a "Should you" vs "Could you" scenario. You could probably size your concrete chunk pile with it too, but would you want to own it afterwards? If it were me and my own machine, I'd never do anything bigger than an inch, hard or soft, and that's only if there are randoms in the way. I'd never use it to mow down an acre of pitch fork handles. I stare component wear in the face every day at work, so I am very conservative when it comes to working machines. I have to try to convince guys why they are destroying their stuff by running it too hard with cheap fluids and greases. They're designed so the belts slip and hammers fall away when it gets bested. I haven't seen one you can set for below grade. The rollers are designed so it only goes so low to the ground.

I've never ran one so I really don't know how durable or robust they are made. Never know until ya ask (or try)

I'm looking at taking either an old brushhog or a flail mower and putting a hydraulic motor on it (instead of the pto) and mounting it to a skid steer plate for brushhogging small saplings and whatnot. Never ran a flail mower so was wondering if it could also be set up to scratch the ground a little to help seed/soil contact.

If I build anything it will probably end up being a brushhog. Brushhogs are everywhere here but flail mowers are rare. So finding a donor flail isn't likely... but I would spend some time looking for one if I deemed it a worth while adventure. I would do video for sure!
