I didn't post that tractor for YOU SD......just a nice small tractor for someone that has common sense. (Huge Grin). OK....that was a little "coarse".......and I do understand why you would do an ATV.....but that mower idea has me amazed......and it was ME that put you onto that flail mower idea in the first place! I still maintain you would be better served pulling an engine driven rotary cutter like the swisher. (but it's your money).
Speaking of which.....have you ever seen those Yamaha ATV's that have a Live PTO? One of those may be perfect for what you want....easy to hook up a mower pulled behind and powered by the ATV. Pretty hard to find....and getting old now. but they were reasonable size and power and I would think if someone were to introduce them these days.....they would be a hit for food-plotters.

Where is the value that justifies the 5x cost of a flail mower?

Those Wessex mowers, and any other pull behind ATV sized flail mowers are not sold in the United States. The rest of the world uses flails, we still use rotaries.

They generally also cost more to maintain (knives and belts and that roller on the back). It's simply a more complex machine and has many more bearings, precision shafts, and stuff that wears than a rotary cutter. Then too the side shift and cylinders aint free. They also require more power to operate. Still....folks like 'em for their cut and for the safety.

However, still a few problems I could see happening with those pull behind mowers. Those tiny wheels seem like they'd about fall off after one season of uneven terrain, and hitting and hooking trees as you try to snake them around tight places. Also, with two atv tire tracks, and one mower tire track, you're gonna run down almost half of your targeted material. That could tard the plan if you're trying to chop up stemmy rye or old sorghum stalks. I like the idea of being able to hit nearly all of you material while standing vs trying to pick it up after it's been driven down. I'm gonna give you half credit there. I wasn't able to find a single youtube video on that nova mower though.
