It appears like the new WI bear zone changes will officially go into effect in 2021 - I think this could be a good deal for some people (including me hopefully). My land will be switching from the old A to the new D. There is a ton of bear crop damage in my area and the bear biologist is hoping the zone change will put more tags into areas like mine and fewer tags in the large public forest areas that might be getting too much pressure.
The locals by me with bear issues just say to shoot them in the guts with a .22
I don't think the DNR understands how bad the bear damage is and how many bears are being killed illegally since it takes so long to get a license.

They know. The report for your area had reduced bear damage claims for 2019. I think the 1st couple of years will be hit and miss for the number of bear tags that are given out.

It will be interesting to see how many preference points it takes to draw a license in the new zones. The new zone A will almost certainly take longer to draw than the current 9 points. The new zone D should take less than that, but it's hard to say exactly how many points it will take. I'd like to see them flood zone D with licenses.
I last hunted in 2013 and I'll put in for a kill tag for the 2021 season - hopefully I have enough preference points to draw a tag in the new zone D. It would be nice to get tags more frequently in areas that are loaded with bears.

Would they allow a reduction in fawn eaters over there? I don't think MN would stand for that. "You got deer eating 25 acres of corn? We'll issue unlimited $3 tags for 50 miles in every direction." "You got bears knocking down 25 acres of corn? That's just the cost of doing business."

I look for a flood of people putting in for Zone D as they do in Zone C. If a farmer can prove they damage $1000 in crops on land he owns or rent, he can get free ag damage deer tags and fill them any time. The guy renting my land rents over 1000 acres, so it doesn't take much to cause $1/acre damage (I don't let him apply for any of the ag damage programs on my land, but he does on other neighbors properties). The deer numbers in my area suck, but the farmer can get deer kill tags since the bar is so low and some of my neighbors use them. The farmer gets ag damage checks from the state and the landowner gets to shoot does in June. I asked the guy in charge of the deer damage program if it makes sense to kill spring deer in our area with low deer numbers and he said they just follow the laws and the laws say ag kill tags are issued when damage exceeds $1000.

The biologist told me they need more bears killed in the new Zone D and fewer bears killed in the new zone A. He said in the past they tried to help with the ag damage issue by increasing tag numbers in the old zone A. He said that didn't work since the extra tags just got more bears killed off the big public land woods properties where most hunters hunt and didn't help the private land ag damage areas where getting access is more difficult. They looked at creating a small sub-zone in my area, but then decided on changing the boundaries to align more of the high ag damage areas in D and the lower ag damage areas in the big woods areas of A. I expect more kill tags in zone D and fewer (per square mile anyway) in zone A based on that, but the number of points needed will be determined by the supply of tags and the number of hunters. I hope they flood zone D with bear tags for a couple years, but generally if I think something is a good idea the DNR goes in the opposite direction!

Well I'm going to guide through Tom's outfit if he will take me. I have an old friend over there where I had planned on hunting through a family friend who guides but that isn't going to work out now.

Just remember starting next year/2021 the Zone I help Bear Guide in is going to be Zone A
