Do you have a price limit, or just want it done? Marketplace or Craigslist might be good places to look for either builders or used materials.
Don't know the grid situation there but have you thought of e-fence?
Have you asked the neighbor to fund his half of the fence? It's well known here that property owners are responsible for half of the build and repairs of shared partition fence. KS is a "fence in" state by law. Not our responsibility to fence out someone else problems.

I have to go out and look again, as to what he has, I think it is one strand electric. He is close to the highway, and he lets his animals feed in the highway right of way ( )...then they mingle on to mine.

Aerial map, I’m to the East, and I have a nice mix of spruce and pine... if I hinge some Chinese elm and make it nasty in there, could help keep critters out. But fence might be best option.

Start driving all over his, he will get the hint. I’ve called him and notified the sheriff. It’s been better since, but animals are still wondering. When I had my property I had problems with the neighbors animals. I told him I have friends who are dumbass city slickers who had permission to hunt. Told him they may not know the difference between a calf or a deer, he fixed his fence fast. His dogs died mysteriously.

Hopefully his animals wouldn't just avoid the new line fence and enter your property through the road right of way! That's crazy if he doesn't seem to mind if his animals feed in the road ditch. I would think lots of his animals would get hit by cars.
