I have a clover plot that I frost seeded into WR 3 springs ago. It came up great but I have been lazy not spraying it at all. Grass has started to take over the plot. I was going to frost seed more clover into it this weekend and spray cleth after green up. Looking at it some spots look like mostly grass now so now I'm wondering if it would be a better idea to skip the frost seeding and start the plot over in August with a kill/replant of clover WR nurse.

I always thought that if grasses started to become a problem in a clover plot, that was an indication that nitrogen was building up and you should rotate to something(turnips, radishes, corn) for 1 year to suck that up and then you can go back to clover.

Kabic's right, if you had this plot for awhile it could be time to rotate a nitrogen using plant into the plot. You could just leave it this spring and mow it to keep the grass down and then till it under in July and plant brassica. Next spring you should have plenty of bare ground and you could frost seed at that time.
