The proposed quota and permits for 2022. Looks like they are adding more permits but have not changed their quota much? What's behind that, expecting a lower success rate? In Wisconsin don't you apply in December for the following year, so 2022 draw is already complete or is that only for out of state residents?

They go by success rate from previous year to get this years permit numbers. Zone A had a high success rate last year and went over quota so they lowered quota and permits. In Zone D where I predicted they would have a very poor success rate last year because they gave out so many tags they raised the number of tags even more which I am going to say will reduce the success rate even more yet. Bear hunting isn't like deer hunting where the more tags you give out the higher the kill will be. The more bait sites you put out in close proximity the harder it is to kill bear. They tried this a few years back in Zone C. The more tags they gave out the less bear they killed. The numbers in image are what the DNR is recommending. The Natural Resource Board has to vote on those numbers at their Jan. 26th meeting. Once they ok those numbers the DNR will draw tags for both residents and non-residents that put in for a harvest tag for each zone. Those results should be available on your Go Wild account the last few days of January to early February. They also mail you a post card if you have successfully drawn a tag in mid February.
