So I have a modern Winchester 20 gauge shotgun. The darn thing shoots high. Doesn't matter who is shooting it. Ever heard of such a thing and what would cause this? What can be done about it?

Slug gun with a scope or bird gun?
I know nothing about slug shooting, but maybe a change in scope mounts would help.

Is it shooting consistent or all over the place? If consistent, can you just adjust the scope so it is dead on?
If it is a rifled barrel with sabot slugs you can get inconsistent groups if you don't scrub the plastic remnants off the barrel threads. I had a gun that was shooting all over the place, but a gun shop recommended wrapping the steel tinsel style stuff around my brass brush and push that through the barrel a few times. That solved the problem and accuracy returned.

No this is bird shot smooth barrel. Not shooting deer with this gun so just a bead on the end of the barrel.

Maybe check how the face fits the stock.
I am not a shotgunner, but when buying a rifle, I always repeatedly check different models with different stocks. I throw it to my shoulder with my eyes closed(after making sure it is unloaded), then open my eyes and see if everything is lined up. I don’t want to ‘settle in’ behind a rifle when I shoot.
I once had a Browning shotgun that just never worked for me. I traded it to my Dad for a model 12. The Browning never would line up right.

Have you tried different shells? When I started turkey hunting we tried a number of different brands and shot sizes and some brands were consistently off.

Is high shooting by design?
My duck gun is a Winchester SX2. I bought it and killed ducks and loved the gun. When I finally shot it with a turkey load, it shot high. Doesn’t matter the shell, it always shoots high.
It seems to work for me with a moving target.

If it is a trap gun they are designed to shoot higher then a field gun. I believe the modern Winchesters are made oversees which could be the cause also.
