Can anybody give me a short course on how this works? Can I buy a chunk of ground for the back taxes?

Most likely it will be more than taxes owed. Thanks, good to know. There's some acreage not far from our place with deeded lake access that is in tax forfeiture status. If we could buy that chunk for a reasonable price we'd probably go ahead and do it.

I’ve looked at buying tax forfeited land. One issue was access. If it has good clean access, could be a buy?

Up by our place, the county almost never sells tax forfeit lands. They keep it for timber, to stop development and parcelization, and to prevent the expansion of public services to remote areas that don’t pencil out.
If they are selling something, it’s only because it doesn’t provide any of the benefits I mentioned above. Your best bet is to try to buy it from the owner before they lose it to the county.

On Minnbid there are several chunks of tax forfeiture land for sale with no access. Some are bringing huge money. Take a look. www.minnbid.org/mobile/

I call the government often and talk to various people about the workings of their agencies. You can learn a lot from the assessor, the land department, the federal foresters, the water police, etc.
I even called the pentagon this week to try to find out where the trillion dollars a year we plow into Nato lands on the federal budget. I can’t find it. We only spend 6 trillion a year, you’d think I could find 1 of those 6 somewhere that goes to Nato.
