My math has gone to hell with age, but I think January 1, 2024 might be the midway point of the MN Deer Plan 2019-2028.
"In general, when annual harvest is below 200,000, it will indicate a need for conservative regulations that allow deer populations to increase, such that the harvest target can be achieved in the future. Similarly, when the annual harvest is above 200,000 deer, DNR will liberalize regulations to decrease deer populations, so subsequent harvests will be closer to the target. As an example, annual harvests may exceed 200,000 for a couple of years in a row in order to lower the population toward DPA goals consistent with the harvest target. We anticipate there will be times when management for local DPA goals will conflict with attainment of the desired statewide harvest target. When conflicts occur, DNR will prioritize management to meet publicly established population goals. At the mid-point of the plan, DNR will review all performance measures to assess whether changes are needed." files.dnr.state.mn.us/wildlife/deer/plan/deerplan.pdf
2019 183,637 total deer harvest
2020 197,315 2021 184,698 2022 172,265 2023 155,000ish
Doing great!!!

I imagine cwd (disease) control will skewer the plan in large portions of the state. My words, “Don’t expect much and you won’t be disappointed “ Deer plan… what a mess with many sleepless nights for me.

Wonder if the CWD areas are experiencing lower harvest rates than pre-CWD. The CWD might not be making a difference in regards to the plan.

I feel the CWD will be used by the DNR to justify their actions when the results don’t match the plan. MPR just had a news item where farm groups are meeting with the DNR asking for regulation changes as deer are devastating crops. I guess the DNR will consider going to the legislature with recommendations.

If it makes you feel any better, our renter here in Wisconsin told us that deer were responsible for his crop only yielding 50 bushels per acre. I said yep that category 4 drought we had this year had nothing to do with that and I got a deer in the headlights look. Farmers will never stop until every deer is dead.

My renter and his son are avid deer hunters. They farm and plant foodplots for themselves and for others. Other farmers follow your words.

A guy I talk to pretty much weekly farms west of me 15 miles. He surprised me a week ago or so when he agreed with a few of us who were saying there are many fewer deer this year than the previous few years. He's not a hunter and doesn't like deer, but at least he's reasonable

My prior farmer renter in Wisconsin was on the state ag damage board for a time and he wouldn't be happy until every deer and bear was exterminated. Farmers like that know how to use the ag damage programs to maximize government payments for ag damage.
He was able to get summer shooting permits on a neighboring property even when the deer population was really low. It is disappointing how easy it is to get ag kill tags there.

That's what we're dealing with. 150 in 3 years. Despite that, we still have deer. It's just highly frustrating when they are rifle shooting them during bow season.

Wow. Great find! I may have to send some emails! Wont do shit, but might irritate a couple. Lollll Total kill ended up being 158,678. Looking at the plan, we should have the most restrictive regulations of the past 5 years. The DNR and many folks will look at this past non-winter and say that we can have liberal regs. With the non-winter, this is the year of years to have restrictive regs to rebuild the herd.
If I'm sending emails at this point it is to show that anything but restricting the regulations this year is going against the agreed upon plan especially with the easy winter. If they don't want it to happen this year, they won't ever want it, and the plan should be thrown away.

I thought my areas and others were due to have goal setting in January and February. I have not heard a word.
Maybe they won’t goal set with down populations?

Looks like last year was year four of a four year goal setting process for the state: www.dnr.state.mn.us/mammals/deer/management/population.html

Will post the response from Barb Keller if she ever responds to my email asking if the deer plan was scrapped. I just sent it today.
