People used them in Wisconsin and never had a problem. In truth it's likely not much different that a portable toilet......and they keep those on job sites all winter.......albeit with ALLOT of antifreeze in 'em.

www.pca.state.mn.us/water/sewage-tanks-product-registrationDefinitely the state of MN is going to want an approved tank but if you don't have a designed, permitted, inspected system to begin with you're going to get in some trouble regardless. If and when you sell, disconnect the plumbing, pump out the tank and fill it with sand. If anybody asks you were catching rainwater with it to water your vegetables.

FWIW Tom, I faced the same type of dilemma 6 years ago at my place. My experience is with Sherburne County. He's what I did....
My plumbing is setup to have all gray water exit one line and all my black water exit one line. The gray water is drained on top of the ground. The black water is drained into a two chamber septic tank. No drain field. So an overdone holding tank. If I were to perk test my place I would forsure have to have a mound system and the thought of that makes me less than comfortable. Too expensive and costly to maintain for the amount I use the place. I can always add the lift and mound if my requirements change. This will be the first year I will have it pumped.
I am very happy with the system from the cost to install, simplicity, and most importantly biologically responsible.
PS- Lots of good stuff on the web about designs and dealing with gray water
