Bays are still cold. Fish are still deep. Water seems to be in that 54-57 deg range everywhere I check. Fish just are not active. Hopefully it will change soon but it just seems like such a slow process this year.
I'll mark fish in 8-14' of water but they just don't seem interested. (yet)

We've been the same way except we are at 65 currently. But just last weekend it was 51-55 so it just warmed up. I finally found the male crappies right up against shore tonight in one spot very late, after 8pm. We had been catching nice females in slightly deeper water until then. Also caught half a dozen nice bull gills on minnows. Plus a bonus trifecta of walleyes. 13", 16.5", and 17.5". Going to be a nice Mother's Day fish fry tomorrow! Gills and walleye and 1 crappie.
