The Antanovka that were close to this were suffering badly. I converted the Anty's to Noran. Some Grandma's seedlings were also hit hard last year. perhaps they have reached the end of their lifespan a about 25 or 26 years.

I am going to start by removing cedars around the trees by my house. There is less CAR in that location.

Art, I can't tell from the photo but is that a cedar that is flowering? I don't have cedars on my place but considering dry soils I understand why people use them.

Yep. That's the fungus on a cedar (juniper). Those little orange gelatinous blobs release spores which land on apple/pear/hawthorn/rose leaves, which then turn into the orange dots/dying leaves...which continue the cycle.
