I am going to meet with one of our elected tomorrow to help draft a bill regarding accountability. My goal is annual hunter surveys to track:
effort (days afield) deer spotted satisfaction
and to use the fact that we are on our 3rd population model since the audit to try and get an outside party to count the deer (DVC perhaps) in conjunction with the 3 topics of the hunter survey. print the results in the annual deer booklet and on the DNR website.
If the DNR is allowed free reign they will continue to lie to the hunter with no penalty. Metrics of accountability to publicly announced goals has always been the quest. They can manage for shit hunting as long as they are honest about it so the hunters have a better chance of seeing the hose job.

How about deer car collsions?
You buy a license, did you hit a deer in the past 12 months.
Should be able to extrapolate an idea of populations from that segment of the population of hunters. Pretty damn simple to ask.
I buy a duck license and get asked several questions. How many ducks did you shoot. how many geese did you shoot. How many rails/snipe did you shoot. How many beers do you consume in a 24 hour period.
Goddam, start asking questions when a person buys a deer license. VALUABLE data can be easily attained.

Is it the only deer bill we may ever get? If so, here's my wish list:
-everything already mentioned. -document and make public all ag depredation complaints and subsequent actions taken.
I'm drawing a blank from there.
I'll work on the non-resident landowner license myself after this issue is handled.

Accountability- we need an ANNUAL report to deer hunters on the license dollars and to the legislature on the public's dollars on CWD and what was accomplished on reducing the disease.

Why can't we do simple population surveys like they do for grouse etc...drive the same route same time of year and record what you see. Over time it gives you trends.

This would be in addition to the aerial surveys since they are not conducted everywhere every year.
They also need to provide a booker of population trends per unit. Hunter satisfaction and where dollars are being spent.
Starting with a good survey when you buy your license or an online survey once season is done. Every state I hunt in I get a survey mailed to me asking simple but useful questions

So they just don't do them!
